Please I need help,

I'm from Philippines and my parent in US is petitioning me, and I recently received a postal mail from National Visa Center telling me to establish communication with the NVC by registering an agent, and telling me to go the website of www.immigrantvisas.state.gov and follow the instructions displayed.

What should I do first?

do I need to e-mail the NVC first and wait for their response before mailing the DS-3032 Form through postal mail.

I'm confuse which one that I should do first.

I'm from Philippines and I don't know if using email method is a valid form of communication to NVC on sending my DS-3032.

is there any beneficiaries here from Philippines on ongoing process migrating to US and have successfully done email method sending their DS-3032 form to NVC?

Everybody can send the DS-3032 electronically! I'm not talking about the electronic NVC process, which is only for certain countries...
