can i go to my police clearance even though my petition is still at the nvc

Yes. Your police clearance will need to be sent to NVC. You have been told several times already that you are NOT in a K3 visa process. You are in a CR1 visa process. Why do you continue to post your questions in the K3 visa forum?

Please review http://travel.state.gov/visa/immigrants/info/info_3190.html page 3.
