The IV bill only appears after NVC accepts your Choice of Agent form. You should perhaps email the DS-3032 again.

i just checked again. the wife already got the response from NVC regarding the choice of agent and the further processing was allowed blah blah blah.

so i just paid the AOS fee. not able to click the IV payment just yet. maybe after they acknowledge the AOS fee...

@LBJR - you should optin for electronic processing since Montreal is one of the very few consulates that allow that. Everything is electronic and online - forms, filling out forms, sumbmitting them, scanning and emailing supporting docs. No snail mail. If you don't want to optin, you don't have to. You're correct that at Montreal it's still optional. If you'd prefer to mail in the packages, then you can.

We don't want to optin mainly because we already have the packages ready to be sent out, all we need to do is date them. We are only an hour from Portsmouth, NH, so it shouldn't take more than a day to mail out too.

A few questions if I understand correctly,

1. You are required to fill out the online forms regardless if you mail in the packages

2. It's mandatory to fill out the DS-261 (choice of agent) online, e-mail/DS-3032 is not accepted for MTL

3. It's suggested that NVC case number is written (black ink / pencil on originals) at the top right hand corner of every single page excluding barcode cover letter and your own cover letter for both AOS and IV package

Sorry for the 21 questions! Just wanting to confirm what I've read since some information aren't matching up

2. The DS-3032 might still be accepted, but if I were you, I'd fill the DS-261 online just in case. But you definitely need to do the DS-260 online.

3. Yes, everything except the first two pages which is the cover sheet and cover letter. If you don't want to write in pencil on the originals (or on any other pages), you can use sticky notes instead. That way it's easily removed.

Photocopies of the tax forms should be accepted. When I sent the I-864, we just had 2007, 2008, and 2009 tax transcripts. My husband hadn't filed his taxes yet, so we didn't send in the 1040 or W2s. If it's possible for you, NVC prefers tax transcripts, so if you're able to order them, I suggest you should. But this is up to you. As long as you have the 1040, W2s, and the 1099s, you'll be fine.

If I had mailed in the IV package, yes, I would have put the 2 passport pictures in a plastic bag. I would have also then stapled the bag to a plain paper. I'm always reading how people get RFEs cause NVC never "received" (aka lost) their pictures.

I don't know any of the J1 visa forms, but whatever you have that says you weren't subject to the 2 year requirement, I'd send that in. Perhaps someone who had a previous J1 visa could shed more light.
