hhahaha..it really made me and my husband laugh..maybe you and my husband can practice conversing in Ilonggo then..I also teach him words in my language so that whenever we visit my province again, he will be able to identify if they are saying good or bad about him..hahaha..you are always welcome..it's really good to help others(knowing that we've been there before and how difficult everything was..hehe)..salamat man. tsakto gid na!.always have faith in your love for each other and God above..one thing that made us stronger along the way is to trust each other and be patient with everything. Inday is going to try to go to DFA tomorrow with a handful of printouts from their own website showing their own requirments--and some printouts from CFO website that actually state she needs to take her passport to CFO. Will let you all know how it turns out.

OP here to those following this thread/watching this topic:

Inday want to DFA (yet again) on Monday, April 4, loaded with a bunch of documentation demonstrating why DFA can not hold her passport, including CFO website info stating she needs passport to attend CFO. Inday spent one hour at DFA Monday; still, neither agent nor manager whom Inday spoke to would release her passport. Not only are they insisting she attends CFO first but now DFA manager is asking for "a letter of explanation." Not clear what that means. I am trying to call DFA office which Inday went to and speak to them but phone calls won't go through. I have searched both VJ site and around internet and found that this is a not uncommon situation (no release of passport by DFA until after applicant attends CFO) which has caused frustration for a good number of other individuals as well. Many have resolved situation by re-doing application and checking off "Tourist" as purpose of travel and then passport has been released to them! (Bizarre--as it is same passport, no matter what box is checked.) Inday and I don't want to do that because integrity and honesty are extremely, extremelly important to us and seriously don't want to compromise that integrity in any way. Anyway, we are still in a bit of quandry. I suppose we could "bite the bullet" and find way for Inday to go to Manila or Cebu for CFO seminar but I've read so many, many other posts about how CFO asked for "other documentation" (stated vaguely as such as on CFO website) and how CFO has been cause of so much grief to others don't want to add to Inday's frustration level are end up getting in another mess. And, as originally stated, desire to avoid multiple trips between Inday's home in Western Visayas and Manila or Cebu. Also, afraid she would get to CFO and they might ask her for her passport (as is stated as being required in a couple places on their website) which she wouldn't have, then would be in Catch-22 situation. Anyway, still all up in the air and hope we can find a way to resolve this or someone can provide us with a honestly workable solution.

To Pookaphilus, and potential future readers of this topic,

Inday went to DFA, with all documentation listed in our last post. Short story: DFA still wouldn't release passport but one week later, on April 11th, Inday managed to get her passport. Thank you everybody for your help.

Long(er) version: When Inday went at beginning of April, agent still would not release passport but passed to her his personal cell number "in case he could help." But that was no help, and Inday, still trying to work with agent at DFA office was still refused passport. A friend of Inday's heard of Inday's plight, told Inday if she would go back again, friend could possibly help. Inday returned to DFA on April 11, was still refused passport by same agent. The agent whispered to her that DFA "could provide a lawyer" (for a fee, of course) to help her out with some additional paperwork. Inday's friend had sent a relative who worked with the local media to DFA at that same day and time. The relative "happened to be doing a media piece" on DFA and began interviewing employees. As this ensued, the DFA agent who Inday had been trying to get her passport from, suddenly changed his tune. He became very helpful, had Inday sign a standard release form, and immediately handed over her passport.

Inday is ecstactic to have her passport in hand. Inday and I are both disappointed in the extortive attempts by this agent to have "the wheels greased" by implying extra fees could help the passport release. Honesty does pay in the long run and can be hard work but is well worth the reward.
