Timeline

Nope would not work, now days they dont give you ID or DL without proper visa.

Dont expect DMV folks to be aware of all the various visa type, when I went to get address changed on my DL, DMV person and her manager were not aware of what CR1 visa is.

=/, Been waiting for her Green Card for over 4 weeks now and need to register her for school asap, but before we can do that we need a identification card.

Unlikely but depends on what state you're in. Indiana for eg requires either GC or Employment card before they'll even talk to you about taking a test. And the invoice isn't accepted either.

No for school you dont need any identification card. All you need is a passport and that should be good enough.

There are lot of ppl(int students) who do not have a state ID as it is not a required or manadatory and they attend the school.

Not just Indiana, most state would not accept just the receipt, you need a visa stamped in the passport or EAD or GC in hand for DMV to issue you a DL or state ID.
