Within my husband's state pl ayed a good role .they sent emails to the consulate here in ghana.so now what ypu have to do is get an attorney and contact the senators ,they will advise u on what step to take! Thanks

Interviews are conducted whether or not you've all the documents. It is after the interview that a box is checked as to what is needed to bring and the date to bring that; I have never seen someone sent home and checked "Administrative Processing" to mean that his/her documents are not complete and must have complete documents before being inteviewed. I didn't bring tax transcripts from IRS with me but I was interviewed any way and was given a white form - the same that you were given. They check a box to indicate the specific missing documents, and in my case, Tax Transcripts from IRS, with a date to bring them. Administrative Processing is only checked after the interview, and it's really perceptible they're OK with your re-affirmed petition and only need the Birth Certificate. Don't be stressful; as I said earlier, it is highly unlikely for them to re-deny a re-affirmed petition. When I went the second time with the tax papers, I wasn' interviewed; they just gave me the collecting slip.

The above is generally but not universally correct. Apparently, in this case, they wanted all the documents before conducting the interview. Note also that this is a reaffirmed I-130, not an initial interview. Those tend to be handled differently.
