Biometrics taken at Cd Juarez before the interview

Hello ! I need Help I recently came across this message that says that after April 01 2011 before you go the interview at the CD JUAREZ consulate you need to have your SPOUSE BIOMETRICS done at any ACS. Does this apply s to all the visas categories since my case is a "Immigrant CR-1 visa" and do you have to wait for the CJ consulate send you an interview date before you schedule an interview at the ACS I need need help please anyone thanks.

By the way I'm still waiting for the NVC to close my case and send it to CJ consulate, Thanks in advance
