Not sure about near St. Lukes..I know there's one close to US Embassy and USem is just a few blocks from St. Lukes. But am sure there is.

Yep, there is! There is one in Kalaw St and three before you get to St.Luke's while walking. Just very near. You just ask around there or you can even see it for yourself

Be Aware that banks and banking systems are scams in Philippines.

They only inure (PDIC) each depositor like P 500,000 at the bank, which is only like $11,000.

And banks go under and out of business quite a bit.

Won't have to worry about the $11,000 haha. Sounds like the banks are about the same as here (going under).
