St. Paul Office Manage said you have to make copies of your certificate.

Said just don't try to pass it off as an original, but I feel that would be like trying to pass off a copy of a hundred dollar bill, only an idiot would accept that.

So fed up with ink jet printers, while I have a good scanner, my 600dpi black and white laser does a terrible job. Wife got a Kodak ESP-7 with supposingly cheap cartridges, but hasn't use it in a couple of months. While the print head is replaceable, hers was dried up like a rock and Kodak wants 90 bucks for a replacement. Heck you can buy a brand new printer cheaper than that. Then another 28 bucks for new cartridges that will also dry up.

So just scanned my stepdaughters certificate and ran over to OfficeMax with my USB memory stick, file size compressed was 256KB. Have a huge color printer, beautiful colored copies, perfectly clear for only 49 cents each. Suppose you could take a red pen and write copy on it, if you are paranoid. Don't try Walgreens, they won't do it, but would be a steep price on a letter size photograph.

But do like Walgreens for passport photos, can put six on a 4 by 6 inch photo for only 19 cents, they will do that.

Oh, that previous, "It is punishable by U.S. law to copy, print, or photograph this certificate without lawful authority." statement on the older US citizen certificates is no longer on the new certificates. It was replaced by a blank space, so I gather you can make copies of it without lawful authority. Before, we were told to ignore that statement.
