"Petitioners" being whom?

If you mean the foreign spouse, yes it does apply...if you have been arrested or whatever since moving to the US, you have to supply them with the information asked for in the instructions.

If you mean the USC spouse, I'm assuming probably that it does not apply since the application is technically for the foreign spouse to remove the conditions of his/her conditional green card.

Someone may correct me if I am wrong, but that's how I see it making the most sense.

I am not 100% sure, but like I said...since the I-751 instructions say the purpose of the form is for the conditional resident to petition to remove conditions, I can only assume that it only applies to the foreign spouse and not the USC.
