According to the packet 3 instructions for immigrant visas, yes. They aren't supposed to schedule an interview until she's sent the DS-2001 and DS-230 part 1. This is how the beneficiary notifies the consulate that they are ready to be scheduled for an interview.

But I already got an interview from the NVC. Should I send the DS-2001 form to HCM consulate now? We already completed everything with NVC in January.

The only thing I could think is that DS-2001 is no longer required.

I doubt that. The specific purpose of the DS-2001 is to notify the consulate that the beneficiary is ready to be scheduled for an interview. The consulate is not supposed to schedule an interview until they receive this notification from the beneficiary. Otherwise, visa applicants could claim that the consulate didn't give them any prior notice of what documents would be required at the interview, and didn't give them enough time to gather all of the documents they would need. The whole purpose of packet 3 is to inform the beneficiary what will be required for the interview, and for the beneficiary to respond that they have received this information, collected their documents, and are ready for an interview. The DS-2001 is called "Notification of Applicant Readiness" for this reason.

I'm not sure what point there is in sending the DS-2001 if the interview has already been scheduled. Then again, I haven't actually gone through the CR1 process. Maybe this is a date they've reserved for the interview, pending a response from the applicant. Did your wife not send anything to the consulate in response to packet 3?

Like Scott said, everything was sent to the NVC. We have not communicate with the consulate.

Couldn't hurt to take a copy to the interview, but it was already sent to NVC wasn't it? That should have been done already so the interview could be set...

I will tell her to bring a hard copy. I reread the instruction many times and the only time I saw of any mention of DS-2001 is the link above from the HCM consulate. Check this link, http://travel.state.gov/visa/immigrants/info/info_3195.html, nothing is mentioned about DS-2001.

Could just be a typo in the HCMC document for CR1.. they are notorious for trying to reuse documents and I would not be surprised if it was a redo of a K1 doc and someone forgot that part needed to be removed..

I think so too. But I will contact NVC and HCM consulate to make sure. I will keep you guys update
