Do I submit these documents when mailing in DS-230 and DS-3032? Or just have them by the interview and carry them with you to the interview?

you have to mail ds-3032 and wait til they accepted then you must pay fee bill for i 864 and wait until they generated then you should send the form i864 with taxes etc ... and i after aweek you have to send ds-230 with documents you montioned i hope this help you

other than reading all the guides posted by the above, all of these documents have to be submitted in ORIGINALS (and a copy) in your ds-230 package to the NVC. The originals will be returned to your wife when she has the interview. sa listed above, obviously for her passport, you would only send the photocopy of the biographic page.

when you're at the VFS stage (ie have rec'd your interview letter), the 2 things you need to do is 1. schedule the medical interview, and 2. to go to the nearest VFS and pay the 387 rs courier fee (for blue dart courier service who will courier the visa packet to your wife). they will give you a receipt which you will take with you to the interview. to bypass the courier and pick up the visa yourself, you can ask the interview officer when the visa will be ready and typically its the next day after 4 pm. then you go to the VFS office in Chennai and can collect the visa yourself (mk sure you have the VFS courier receipt). otherwise the visa will arrive 3-5 days later via blue dart to your wife's residence. you cannot, unfortunately, not pay the 387 rs - it has to be paid regardless of if you collect the visa personally or via blue dart.

NVC:
04-29-2010: INTERVIEW ASSIGNED FOR JUNE 10TH IN CHENNAI CONSULATE, INDIA; 06-10-2010: INTERVIEW - VISA APPROVED!!!!!
06-18-2010: Entered US - NEW YORK CITY and 08-16-2010: GC received! (nearly 2 months after PoE) woo hoo!
AOS for permanent 10 yr green card:

04-02-2012: NOA of I-751 and 1 yr extension of temp green card

05-03-2012: Biometrics appointment

12-18-2012: 10 yr Green card approved; 12-22-2012: Green card rec'd

N-400 citizenship:

06-19-2013: N-400 mailed; 06-22-2013: N-400 rec'd at Dallas lockbox

10-3-2013: Interview date - APPROVED!

10-18-2013: NATURALIZED - We are done with USCIS!!!
