Claiming US Citizenship Through Adopted Parents

A friend was adopted. Here legally on a green card. Her adopted mother is a US Citizen. She is now 21 years of age. Can she still claim US Citizenship or does she have to file for citzenship on her own? I tried reading it up on the USCIS website and not sure I understood the requirements. Your experience response or knowledge will be greatly appreciated. Thank you.

There is a section on how the child becomes a US citizen that is pertinent to your question. You can also look at the instructions for the N-600 form which appear to apply in this case http://www.uscis.gov/files/form/n-600instr.pdf The key appears to be the adoption being completed before the adoptee's 16th birthday. If this was the case then they are a legal US citizen, but it looks like they need to go ahead and complete the N-600 certificate of citizenship application to finalize everything.
