Manila is known to be tough regarding cosponsors for K visa petitions. Many of the successful petitioners have been those recently entering the workforce and having a close blood relative as the cosponsor.

is that mean that they will accept a co-sponsor ( which he will be using his mother ) or is that means they only use co-sponsor under certain limitations and reasons? please help

I have read many postings from people that have interviewed at Manila. Sometimes the reports are that the Interviewing officer is asking the petitioner to go and get a joint sponsor to improve the overall economic picture and then I have read many postings from people who either submitted the I-134 for a joint sponsor and were denied or people that weren't allowed to use a joint sponsor when the petitioner was short of income. I did not see any particular pattern or reasoning to Manila's guidelines for requesting a joint sponsor or denying the use of a joint sponsor.

It seems more likely it is used as necessary to get people in they want, or to prevent visas for those they do not want. I do not think you can guess how it will go. All you can do is try.

It's usually said (since this question is asked frequently) that co-sponsors are SOMETIMES allowed in Manila, particularly when the co-sponsor is a close relative and the petitioner has a good reason for needing a co-sponsor (just out of college, etc). Do a search here and you'll find dozens of threads relating to this that can help you.
