Where did you get the infomation about visa applications being routed from texas to california?

And why they doing it?

Yes that is correct, Texas, and Nebraska. Your guess is as good as any as to why, I suspect that the larger staff at CSC was taken into account so adjusted the workload. Or the wanted to restructure so that only 2 centers handle Marriage visas.

If we live in the 'Texas zone' do we still mail the applications to Texas and they'll be forwarded or should we mail them to Cali?

Yes, mail to TSC as per the instructions. TSC will then transfer to CSC.

I remember that someone mentioned that USCIS has a plan to have specialized service centers. So VSC and CSC would be the only ones dealing with I-129fs. I guess more changes would follow. I don't know what was the source of the info though.
