hello every body, im a permanent resident OF USA (JUST RECEIVED MY GREEN CARD 5 MONTHS AGO,)my wife is an american CITESEN, im wanting to bring my 20-YEAR OLD brother TO LIVE HERE, HE is A PERMANENT RESIDENT OF SPAIN, WITH A MOROCCAN CITESENSHIP,

INFORMATION: ( SOON HE WILL GET HIS CITESENSHIP OF SPAIN BUT IM NOT SURE, MAYBE 1 OR 2 YEARS)

MY QUESION IS:

-DOES HIS PERMANENT RESIDENT OF SPAIN ALLOWS HIM TO APPLY FOR A VISA TO COME HERE

WITHOUT ME BEING INVOLVED?

IF YES__ WHICH THE FIRST STEP HE IS REQUIRED TO MAKE?

IF NOT__ IS THER ANY OPTION THAT I CAN DO, WITH ME BEING INVOLVED THIS TIME?

he can later come as a visitor, maybe under the VWP, but you cannot file for him to live here. he can come to visit for 90 days and leave or maybe get a tourist visa.

you cannot file for him until you are a USC, only US Citizens can file for siblings, and the petition will take more than 10 years.

he cannot adjust in country, he will go through consular processing in Spain. that is why whenever he comes to visit, he cannot overstay his visit.

what if he is a citizen of spain, could he get a visa to come to live here? is that possible? and if yes, which kind of visa he needs to apply for?

Once he receives his Spain passport the VWP is available to him. It does not give him any more right to immigrate to the US than citizenship of any other country. He could apply for a work visa or a student visa.
