I-130 for parents, Question 22

Hello visa journey members!

I am filing I-130 for my mother. And I got stuck on question 22, it is so confusing. My mother is in her home country and we will not file adjustment of status. The question indicates:

22. Complete the information below if your relative is in the US and will apply for adjustment of status. To this i supposedly should answer N/A according to the fact that we are not filing for adjustment of status. But then there is a sub question: If your relative is not eligible for adjustment of status, he/she will apply for a visa abroad at the American consular post in: Now this confuses me, should I put anything in this sub question?

Please help me to clear up here.

It would help if you listed what country your mother is in. Only certain consulates in her country will do immigrant visas. For example Montreal is the ONLY consulate that does immigrant visas in Canada so if you were Canadian you would answer Montreal in that section where it asks what consulate abroad she will interview in

She is from Kazakhstan. So i assume from your answer that i should write Kazakhstan in the sub question?
