Since the usa embassy is closed in egypt waht are the chances that my husband can get a visitors visa i dubai. We have not been married in the usa embassy yet.

Typically, one must show ties to the country they are interviewing. This is directly from the the US Consulate in Dubai:

There is no official policy banning non-residents from applying for US visas. However, we strongly encourage you to apply where you keep your permanent residence. The visa officer must assess your family, social and economic ties to your place of residence, and this is very difficult to do from outside your own consular district. The likelihood of visa issuance is generally higher when applicants apply in their own consular district.

It will be almost impossible for him to get a visa while you are doing the K1 (fiance) visa process, and not much easier to get one while you are doing the spousal visa.

You do not need (and in fact, cannot) get married in the US embassy; a legal marriage in your country will be recognised by the US government. Are you legally married? If so, you cannot apply for a K1 visa as stated in your profile.

Unlikely they will issue one in Dubai. Since you are married, I do not think a visitor visa will be a possiblity. If it did work that way then Im sure most of us would have done that while processing our CR1. We would have loved for our spouse to stay with us for a few months while in limbo.

I'm not sure about needing to have ties to a specific country to apply for a visitors visa, but I have heard of people getting a visitor visa during the immigration process. The problem is this though, middle eastern men have a hard enough time getting a visitor visa as it is, add a pending immigration case to it and your chances are very slim. People who have been successful in obtaining a visitor visa have shown strong ties to their country and that they have every intent to return and not stay. In addition, even if your fiance/husband was issued a visitor visa, the border agent has the final say on whether or not to allow him to enter. If they feel he will immigrate illegally they will not let him enter. He could come all this way and not be allowed to enter the US and be forced to return to his home country. So in a nut shell, is it possible yes, is it likely, not very much. If you and your fiance want to take the chance that is between the two of you.
