received SIF today but NVC automated system saying docs are missing..?

I checked online payment site today and got SIF message.

but when i called today NVC automated sistem message says - we had review your case and found incomplete documentation on march 12.

Now, on march 12 i have received email stating DS-230 is missing. that was because they have not still received it ( i sent it only 3 days prior march 12.).

Yesterday, before receiving todays SIF, i also called NVC and spoke to operator and she told me they are still waiting for DS-230.

Could it mean that they reviewed our DS-230 today and thats why we got SIF today? And that automated sistem at NVC still didnt update and saying something is missing?

or its something else?
