she's right in the sense that it's quite annoying when in normally quiet places, people feel the need to talk on their phones... and rather loudly.

No. Inner city african americans. Loud in the computer lab, loud in the library, absolutely insane in the cafeteria/food court.

I went to a state university that has a 'program' that lets a whole bunch of them in freshman year and lets them take remedial ####### like pre-algebra. They all drop out within a year or two so it's always a very young just out of high school crowd.
