No, not until you are a USC.

only USC can file for parents and siblings. No matter how old your sister is, the petition will take more than 10 years if you file for her.

but you will have to wait until you become a US Citizen.

If I understand you right, you have a 2 year conditional greencard, and are looking to petition for your parents and sister to immigrate? I am afraid you can't, until you are a citizen, sorry.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.
