Since these plants provide a significant part of Japan's power, and along with grid failures, the plants had to rely on their own back up power. When those other source were inundated by sea water, the plants were forced to go on battery power that proved insufficient. In effect, the earthquake began the cascading failures before the tsunami ever arrived.
