We went yesterday which was 10 business days since arrival. All we needed was passport with I94 and Visa inside of course. We had pre-filled out the SS-5 form, but told it was not necessary as they submit directly into the system while asking a few additional questions. However, filling out the form made it easier to address the information required for submission, so would suggest completing.

Took about 15 minutes and the SS number is actually available today with the card coming in 10 days. Just as a note, we tried the process last week after 8 days and the submission did not take, as my fiancées arrival was not yet in the system. They were unable to determine if she was or not until they hit the submit button after the interview.

If the immigrant is the one applying for a SSN then yes, they need to be present as the SSO will need to see them in person to confirm that they are the person in their passport, otherwise how would they prevent identity fraud?

Absolutely correct, I apparently read the OP's question wrong, of course the applicant needs to be present and able to answer the questions asked.
