I-130 for step-child

I filed separate I-130 petition for my 2 step-child mailed it the same day june 28,2010 it was routed in CSC after i got my NOA1 i never heard from them until Nov.2010 they moved the papers to TCS,they keep transferring the case CSC to TSC until i got the NOA2 february 2011 approval notice of the one case and March 1,2011 RFE for the another case.This is so unbelievable after more than 8 mos. they will ask for RFE...My wife was a single mother for this child and never married before...they asked and RFE Marriage termination of the natural parents of the child,so my wife sent affidavit married never existed... RFE questioned WHY WERE ALL RELATIVE PETITIONS NOT FILED TOGETHER? should they know this that's USCIS rules USC need to file separate I-130 petition for the child?... Im just so sad for this whole situattion...
