Haitian gang rape 'pervasive'

New warnings have been issued about the widespread gang rapes of girls in Haiti and the authorities' failure to protect potential victims.

According to Amnesty International UK 55 per cent of rapes reported in the Caribbean country this year so far have involved girls under the age of 18.

The human rights group said that despite a lack of central figures the problem facing the Haitian government was evident, with children as young as 19 months being raped.

Amnesty International reports that in the run-up to Carnival – an annual event in the Caribbean that takes place in Haiti on the two days before Ash Wednesday – gang rapes of young girls are "common practice".

Carnival 2007 rape victim Stephanie told Amnesty International: "I am not able to go to the police because I am really frightened. The attackers really pressured me not to report them, although I didn't know them. This is all so humiliating... I had to stay quiet."

Gerardo Ducos, Amnesty International's Caribbean researcher, said despite efforts by the Haitian government to improve the situation, its dedicated police unit tasked with protecting minors had just 12 officers and no vehicles.

"Sexual violence against girls, and in particular rape, is pervasive in Haiti and can no longer be ignored," he said.

"The Haitian government does not fulfil its obligations to protect girls. Given the lack of official help, it is perhaps not surprising that most of those who rape and attack girls are not brought to justice and are able to continue committing these crimes with no fear of punishment. For many girls, surviving sexual violence means keeping silent."

Mr Ducos is calling on Haiti's national plan to combat violence against women to be implemented nationwide.

"Leaders must address the lack of confidence in the police and the justice system so girls can rely on them when they're seeking help and redress," he continued.

"There must also be a coordinated way to collect information across Haiti to measure the nature and extent of violence against girls and women and to make these results public in both official languages. The government must not turn its back on the girls of Haiti."

Haiti, which has a population of almost nine million, is the poorest country in the western hemisphere.

It was named as one of 27 failed or failing states in a report by the IPPR thinktank's commission on national security yesterday.

I call it "The Dumbing Down of America". Even our TV news is nothing more than a bad joke these days. We have turned into a country of idiots imo.

I hate to think we've lost our mental edge because of this. But just watching TLC with that Polygamist and his 4 wives, the family with 19 Kids, and that show that just sickens me... Extreme Hoarders Buried Alive... omg can't they report or make shows of substance anymore?

When my son told me about this (mostly because he was refusing to escort me shopping Black Friday), I did not believe him! Again, my point on American materialism. It is such an eye opener when I travel to other countries and see foreign nationals have only what they need. What a humbling experience. I very much admire and respect them for this.

How about the fact that our local media in the Bay Area point of focus was on local marina damage and people's BOATS getting tossed around! Why less coverage on our Japanese friends!? HOW ridiculously embarrassing to watch how materialistic these people can be! A boat or materials can be recovered; people's lives cannot. They [boat owners] should be beyond grateful they didn't lose their lives or have their families missing. One other thing, were the surfers! OK I will admit to owning my long board too. But even a novice knows that you do not go out there in dangerous waters! STUPID STUPID and SELFISH. :bonk: There. I said it. That that, coming from a Bay Area, Californian.

Any where in the nation you can get world news. Turn on CNN or crack open a newspaper if you want more world news.

Breaking news is EMERGENCY NEWS and EVEN LOCAL NEWS GETS PUT ASIDE. The point I was making was NBC, ABC, CBS and CNN (yeah that one too) pushed the news about our West Coast. Great but when we were safe, they continued this and the focus came off Japan!

On the way to work I heard one person spend 3 minutes outlining the situation in Japan and then he said "but enough about Japan we have real time destruction occurring right here" and then he went on to detail how pleasure boats were being damaged in Santa Cruz.

The local news channels are the only channels that cover local news. If I want to know if the recent rain shut down the bridge I take to get to work, I won't learn about that on CNN. It makes perfect sense for local news stations to cover the news with their primary focus in mind. I'd be pissed if there was a water main break in the next town and the county had issued a tap water warning and my local news channels were all talking about Japan instead.

Thats cool, and I understand, but the guy who was reporting made it sound like japan was "virtual" and Santa Cruz was "real". Anyway it didn't come across well.

I heard on the radio today that Japan's nuclear crisis had sparked panic

buying of potassium iodide pills (a salt used to saturate the thyroid

gland to block the uptake of radioactive iodine) right here in the US.

Apparently the pills sold out in hours. ####### is wrong with people?

Yep, I sure did! I said local media which were those I listed earlier. They interviewed Calif boat owners who cried over their boats that sunk or got damaged and the surfers who went out to catch a wave despite tsunami warning and a very urgent crisis in Japan. I guess you must have been reading the paper when this part came on. It wouldn't matter if it was Local News Broadcasting or not. An Emergency like this is not secondary to sunken boats and surfers. And yes, CNN did cover the California Coasts... or did you not see that? And who are you to say anyhow? You don't even live here in the Bay Area.

I said nothing about the REST OF AMERICA or making claims that WE Americans don't give two shites about them or anybody else. YOUR INTREPRETATION, not my point. I said it was quite selfish and stupid when Calif was stable and the focus was still on tossed around boats since Japan was in trouble. But hey, it seems since you appear so mature and your profile says you're the Dictator of Intellect ...something or other... lol...and from Oregon no less, I bet you think that you know better than someone that lives here how embarrassing it was to see that on the news? If you understood or comprehended anything I said at all, you'd know I was saying materialist such as those that lost their precious boats and the surfers who took the tsunami for opportunity were selfish... But I can't say we're all proud of the local materialistic people who look away from World Crisis and our friends and family from Japan!
