Expedite Situation

Okay, so the wife got her visa in February. I had already filed an 1-130 for my daughter in September of 2010. This 1-130 was approved for her in January, and was then sent to the NVC. I was sent an Affadavit of Support Invoice and a Choice of Agent Letter on the 5th of March, but prior to that I had filed an expedite allowing my daughter to travel with her mother. I called the NVC today because when I tried to pay the Affadavit of Support Fee online I kept getting a "This case is not ready for further processing" error. I was told that the case was sent to the Consulate in Ethiopia, and that they would be contacting me soon. SO my question is when will I be required to pay the processing fees, or because I requested an expedite and it was approved will I not have to pay them. Im just a little confused, maybe somebody else has been through this and they know the process. Thanks.

Wife will probably have to pay daughter's immigration visa fees ($404?) at the interview at the embassy. Nothing comes free with govt.
