Who is supposed to fill out form DS-230? I see some K-1 filers asking about filling out sections and it is listed in the K-1 section of the guides but is not listed as a required form on the Manila interview packet. Just need to know as I get my paperwork ready to send to my fiancée.

My wife will complete the DS-230, sign it and then mail it to me. I will add a cover sheet with a list of all the documents enclosed, sign the cover sheet acting as her agent and mail it to the NVC.

That's what I thougt. But apparently, some K-1 applicants (especially from different forums) are confused about it somehow.

Perhaps, other K-1 applicants are required to fill up the DS-230 form and the ones from PI aren't?
