Please Help!!! New System in Juarez? ASC?

Hello! I got this letter from my congressman today that he received from the Ciudad Juarez Consulate in Mexico and am very confused.

"According to our records, our office has receive this case from the National Visa Center and a letter with instructions was sent today by mail to the petitioner. The beneficiary must go to http://mexico.usvisa-info.com and follow the instructions to log in and schedule both an Applicant Service Center(ASC)appointment and a Consular interview. If he does not go to the ASC prior to the interview at the Consular section, his case may experience significant processing delays. He must Complete form DS-260 at: www.ImmigrantVisas.state.gov and print the confirmation letter. He can also obtain information about Immigrant Visa Services at that website.

OK, I guess they have changed their system and everything I have studied to date is of no use. Has anyone been through the consulate in Juarez since January 11, 2011 when they seemed to have changed everything? It was my understanding that it was an open appointment for K1s and I even called the consulate a couple of days ago and they said it was. Will they let me arrange the ASC appointment to be close to the interview as we are going to be in a hotel in Juarez, Mexico? Do we now pay before we go? Does the 12 year old on listed on the K1 need his own ASC appointment? Sorry, so confused and their links and websites only made my confusion worse. We are so anxious, but do not want to screw anything up, we've come too far. Thanks for any clarification!!

I'm coming with kids too and they say it takes up to 72 hours to get your results, so I'm considering to stay there for a week or so. As you, I am gathering all info possible so I am ready when we are approved. But I guess since you go before us, I will wait for your reviews and really hope everything goes well for you. I will come back frequently to see what others say and will post anything I read that can be useful to you. Good luck and congratz on your invitation!
