Are Background Checks Conducted at NVC different than Consulates?

When a petition is filed at USCIS they usually conduct Background Checks & Fingerprint Checks of Petitioner and if possible of Beneficiary and after those checks are cleared, petition is approved and sent at NVC.

Now, at NVC they again conduct Name checks and background checks of Petitioner and Beneficiary based on data provided from DS-230 form. If again this is cleared the petition if forwarded to appropriate US Consulate when a visa is available.

Consulates usually perform fingerprint checks but if that is also cleared why most people's cases are put under Administrative Processing.

If a Case is Completed at NVC, they would have conducted all Checks and then only they will have Completed a Case. So, why after Interview CO holds cases under AP????

Are the databases at Consulates different than that from NVC & USCIS that results in Administrative Processing?????

Since, after all those Name Checks and other Clearances only the Petition will be forwarded at a Consulate. so why they hold cases under AP????

Hello, there is a difference between background checks and Administrative processing, the background checks must be conducted by USCIS and they check that with the FBI database, the NVC's main role is to collect the fees and documents if necessary and forward them to the appropriate embassy but, they're not responsible for background checks, but you could go to further administrative processing at the NVC level, at the embassy they can also do AP which also might include background checks, and other things. good luck

Well..than what causes one's case to hold under Administrative Processing????

Is this his/her name that matches with some names in their Terrorist list that causes Red Flags at Consulate or sumthg else?????
