Which begs the question, why bother with this bill? If you pass a bill that is designed to be overturned by SCOTUS, then why not pass a bill that is as incendiary as possible and gets you the most national attention (See: Arizona)?

Maybe they want to lure illegals to Utah... and then arrest and deport them in one fell swoop?
