Physical Address vs. Mailing Address in Vietnam

Something I hear about quite often is mail not reaching the recipient.

Here is our concern:

1) The original I-129F (Petition for K-1 Visa for Fiance(e) has my fiancee's physical address. Everything has been ok and approved with no problem. My fiancee says that it is really difficult to ensure that she will receive mail at this address.

2) P3 (Package 3) with the forms DS-2001 and DS-230 (Part I). Concerning addresses: I asked my attorney about this. He stated that she should put her residence address on the forms but submit a letter with the documentation to have all correspondence sent to an address that she is sure to receive mail. In her case, she wants to use her company address.

3) Current residence address is a temporary address. Would it be better if she used her registered home town address (Hue)?

We are hoping to hand deliver these forms at the US Consulate in HCMC early this week. I think everything will be fine but I wanted to bounce this idea off of everyone here before we submit the P3.

Thanks very much and all the best.

Mail delivery within the city proper is reasonably good, but in the suburbs of Hue it's sketchy, and in some neighborhoods it's practically non-existent. Your lawyer's suggestion sounds good.

She'll need a copy of her ho khau for the interview. If she's not registered where she's currently living then she should list the home where she's registered.

Awesome. That is what I thought also. Looks like we have to wait for the official P3 packet to be sent. She called to find out where to take the DS-2001 and DS-230 (Part I) but they told her it will be rejected if submitted early. So just have to wait. I will inquire weekly. Currently 1 week since I emailed the consulate. I hear it is about 2 weeks for them to reply. Case was forwarded by NVC on Feb 18. I think P3 would come late next Friday. Just have to be patient.

ho khau? Is that the good conduct record?

Ho Khau is a household register book. As in many east Asian countries, every person in Vietnam is a member of a household (Ho), and must be registered in the household register book. Things like births and deaths are recorded in the ho khau, and many of the entries are certified by a local government official. She will need the original ho khau and a copy for whichever household she is currently registered in.

Thanks. I'll let her know about this.

Isn't that what I said they did to us?

You dont have to actually get the Pkt 3.. If you call DoS and chekc the status and they say pkt 3 has been sent.. that is good enough... Pkt 4 is another situation though.. she needs that to get the medical... so if you call DoS and they say the interview has been scheduled and within 3 or 4 weeks of the interview she has yet to get the pkt 4.. she can go to the consulate and they will give her the needed letter to get the medical.

Emailing them can be agravating as they may not even respond and when they do it is so cut and paste its frustrating

Yes it is the same as you said. DoS will not tell us anything useful.
