Tax return taken into account for I-864? or I-134?

Timeline

Are tax returns taken into account for the income requirement of the K-1 visa? I'm looking at the I-134 form, and I only see a mention of tax return in the case of being self-employed.

Now, if the tax return is included, we would meet the income requirement (for both I-134 and I-864). If not, the income requirement can't be met.

Include them with your affidavit.

Ignore the instructions for the I-134. The consulate will tell you what evidence is required. Most consulates insist on a tax return with an I-134.

Why can you meet with the income requirements with a tax return but not without? Fiance lose their job?

My fiance doesn't have a full-time job, so she doesn't make enough money to meet the income requirement.

Yes, she could find herself a new job, but she would be throwing away a chance for an very well paid position if she manages to get full-time.

The I-134 asks a question about "current income". It should be answered truthfully, regardless of the "past income" shown on any tax return. Your real question is whether past income will overcome a lack of current income, and the answer is no. Best practice on the I-134 is to include at least the latest tax return and three returns if you think it could help and ALSO document current income with pay stubs and/or employer letters. Don't confuse the present with the past.
