I have a friend that come to US with a B2 visa. She stayed over her time limit, and now she got married to an american citizen.

She is doing the paperwork to apply for the Green Card, but she understand that she will have to pay one penalty for overstaying.

WHEN she will have to pay, and HOW MUCH it is?

No penilty to pay other than a possible denial, however the overstay of a B-Visa tends to be waived.

What you may be thinking about is the I-864 supplement A, this has to do with certain petitions filed before 2001, does not apply in your case.

I think i found the penalty.

Supplement A to form I-485, and the penalty it is US$1000

Again did the person enter the USA prior to 2001? If not then NO penitent will be assessed.

YuandDan is right. That form confused me too for a while, but if you keep reading, it will way not relevant for spouses of US Citizens.

Ignore that form. Overstay is irrelevant/forgiven for spouses of US Citizens who entered with a valid visa. No extra penalty. Good luck.

AOS for my husband
8/17/10: INTERVIEW DAY (day 123) APPROVED!!

ROC:
5/23/12: Sent out package
2/06/13: APPROVED!

** Good topic (and good replies) but this thread may be more helpful to those in Adjustment of Status from Work, Student, & Tourist Visas (perhaps more so than Family-Based; will move it there). Thanks all...
