Cesar, I am sorry to hear about this problem of your fiancee. In my opinion, no problem here. She have to visit "Information centre of GUVD" her "oblast" (sure, she knows about this) again. Your fiancee can visit Chief of Police Department also. She needs kindly ask to people to give her a police certificate as soon as possible. She needs to show the interview invitation. I am absolutely sure, she will have this certificate in a couple days. :yes:

Unfortunately, one man wrote you on this forum this: "I don't know what the problem is with the police certificates as my girl got hers in just a few days, but I think she paid a little money to expidite the process". Please, your fiancee doesnt need to follow this example! This way is illegal way to get polices certificate! He wrote you about bribe to police and commit a crime! I cant beleive this!!! :angry:

Kitty Hawk, my dear! Where are you from????? looks like you NEVER was in Russia! Or you absolutly do not know about russian style life.... Pay some money for necessary friend or people and will get ALL things very fast! Everybody will be happy to get some money!

This last entry was written by my wife.... She tells me she actually got her police certificate the SAME DAY she went to ask about it. She went her regional main office and they were able to look everything up on computer. She paid 500 rubles....call it a tip or gratuity or bribe if you want, but we all know this is how things get done. I think we have all had some experience with this in Russia. I did it in the airport when there was a problem with my visa registration ($20 US) and in OVIR with gifts to get my visa registered. Guess that makes us criminals LOL :hehe:

OVIR? In Russia? LOL Russia has not OVIR a lot of years! :P A bit little strange to hear from you about OVIR in Russia. LOL

Your girl still can have her interview without police certificate. They will just ask her to send this certificate later. Or you can reschedule the interview for a later day. The fact that approval of your petition will expire on November 7 does not matter. It will be extended automatically. You can the embassy (all contact information you can find on this site www.usembassy.ru) or your girl can go to interview on Thursday and reschedule her interview right there, they will tell her what to do.

Completely agree with Neonred about Russian lifestyle: pay money - get everything.

- Russia has not OVIR now. Please, look at the official documents of the Government of Russian Federation. No problem for you or everybody.

- The duty for getting registration is 9 (nine!!!) rubles. Time for getting your registration is about 15-20 minutes.

- Bribe somebody/accept bribes = crime offences in Rissia and in the USA.

- About bribe in Russia? Hmmmm Myth! May be some dishonest women want to get more and more and more money from men-fiancee. :lol::P

OVIR? I know the office I went into THIS YEAR still had that name on the front of the building. Perhaps they call it something else now, but it is still the place one goes to register their visa. Perhaps you can tell me the correct name that you would like to call it? Never the less it is still the same office providing the same service.

No one likes "bribes", but when things need to get done it often helps to hurry the process. Lets take, for example, the girl with the interview next week. It might be a lot easier to offer $20 now to get the police certificate immediately than to make calls to the embassy and change plans and wait several weeks in hope of getting the police certificate in time for the next interview date.

And I am not talking exclusively about money. Is't it a good idea to give a "thank you" gift of perhaps expensive candies or some champagne especially if you may need the help of these people again? I guess you are also considering this as a bribe? Happens everyday in every part of the world.

And what is this reference to dishonest women??? Are you implying these women are in on the bribe scam? Come on, almost all of us have been to Russia several times and we know how things are done.

Thanks to small "bribes" and "necessary friends" my wife is now here with me without unnecessary delays. :dance:

OVIR? In Russia? LOL Russia has not OVIR a lot of years!
As I understand it, Moscow started a pilot program a few months ago to remove the OVIR. However, different regions of Russia have been slow to implement it. In Tomsk, the OVIR is still standing. It is divided into many sections. Passport services for Russians getting an external passport. Property registration and the like. And of course foreign registration / visa services.

I have always been able to register without a bribe. It required going to the bank to pay the duty and returning with one photo and a filled out small application. The sponsoring individual was with me as well just in case.

But if you are indeed from Russia, I wish more people would have your attitude about bribes. Maybe if all of society adopted your point of view Russia would be a pleasant place to visit.

In my experience everything in Russia can be done without bribes if you are willing to wait and stay within in the law.

As soon as you want to speed things up or go beyond the "stated" rules then a bribe of any kind becomes necessary.

The key to bribes in Russia is to find the correct person to bribe and the correct amount.

Hmmmm…?

You probably won’t receive a receipt for a bribe.

You probably won’t receive a receipt for a tip.

You should, however, receive a receipt for an ordinary fee.

And you can use this logic to define whether you were appropriately fined too, in some circumstances.

When I was in south Russia, near Chechnya, I was unable to understand the fees I paid, and I never expected to receive a receipt. In Moscow, I can pretty much understand why I am paying the fees, and I nearly always receive a receipt.

Wherever you go in Russia, I do not think it is appropriate to call a bribe a bribe. Instead, simply ask what it will cost to do what it is you need done.

Thank you for yout feedback on the police certificates. I just got off the phone with the US Consulate in Moscow and they told me that the best option for my fiancee is to show up at the interview without the police certificates. They told me she cannot be issued a visa until the police certificates are turned in to the Consulate. The lady who I talk to advised me if my fiancee is sending the police certificates to use DHL. They told me that a new interview could be in 6 to 8 weeks.

The Consulate told me that it is best for my fiancee to show up for her interview this Thursday. Rescheduling the interview could add 6 to 8 weeks to the whole process. The Consulate operator told me that after my fiancee's interview is over they will give her a paper stating temporary denial due to incomplete paperwork. This means that she has a specific number of days to send the Consulate so they can lift the temporary denial and issue her a visa.

September 16, 2016- Submitted I-129F Petition

September 19, 2016- USPS delivered I-129F Petition to Lewisville, TX

September 21, 2016-Notice of Action Date from Paper notice

September 22, 2016-USCIS cashed our I129F petition fee payment and received text and email message confirming that our petition has been forwarded to the California Service Center for processing

September 26, 2016- Received NOA1 in the mail stating that our petition has been received by California Service Center and is in process
October 14, 2016- Checked USCIS application online and our case was approved. NOA2 will be mailed.

October 20,2016- Received NOA2 paper copy in the mail from the California Service Center indicating that our petition was approved and will be sent to the National Visa Center.

November 9, 2016- Called NVC and they confirmed that our approved I-129F petition has been received

November 14,2016- Called NVC and they confirmed that our approved I-129f petition was given a case number

November 15,2016- Checked the State Department Consular Electronic Application Center and our case is in transit to the US Consulate in Ho Chi Minh City

November 17, 2016- Checked he State Department Consular Electronic Application Center and our case has been received by the US Consulate in Ho Chi Minh City. It shows Ready with the following message: "case is ready for your interview when scheduled at the U.S. Consular section"

November 23, 2016- Received by email Packet 3 from the US Consulate in Ho Chi Minh City

November 25, 2016- Completed Packet 3 and send it to the US Consulate in Ho Chi Minh City

December 1, 2016- Medical Examination Completed

December 1, 2016- Visa interview scheduled for Tuesday January 24, 2017

December 2, 2016- US Consulate changed my fiancee Duong's interview to Friday January 13, 2017

 

January 13, 2017- US Consulate gives my fiancee Duong a blue sheet requesting for more evidence.

January 20, 2017- My fiancee Duong and I returned to the US Consulate in Ho Chi Minh City and submitted requested evidence and received approval notification after waiting for 3.5 hours. :)

January 25, 2017- US Consulates issues my fiancee Duong's visa and sends it to her via EMS- local courier service in Vietnam. Due to Tet holiday my fiancee Duong will most locally received her passport and visa late next week.

That is what I expected. That she can go to her interview and send her police certificate later. Yes, she will be given a temporary denial, something like 221g form (not sure I remember it exactly). And after she sends het police certificate they will send her the visa. Don't worry, it is not a problem!

Good luck with the interview! BTW, I had my interview only a month ago :)

And Andrew, if I was near Chechnya, I'd have no problems paying any "bribes" either! I'd pay exactly what the man with the AK-47 said to pay.

OVIR?...hmmm..seems like my fiance and I were there only a few months ago, in the same office meeting with the same young lady I always meet with on every visit to register my visa, get the same big smile when I give to her a box of chocolate candy from the US..takes about 15 minutes and we're outa there until the next trip.

Bribes...naw!, not in Russia.. :no:
