Damm it...I don't know what to do now, I called and ask why they haven't got my IV invoice yet, and they say they have to wait for my DS-3230 form. Just yesterday I recieved a hardcopy of that form, but last Friday I sent and Email attachment w/ DS-3230 form with a OPTIN EP email.

So do I have to wait for them to actually look at my email and consider my EP file and then accept the DS-3230 or did I skip a step and rush the email which is delaying my IV fee so that I can start the I-865 form...geeezz..

I was in the same boat, didn't know whether to send it again or not. DO NOT RESEND IT. Even tho it says in the email after opting in that you should hear in 10 days, you don't. It takes about 3 weeks for them to clear your OPT-IN email. You will get an email saying when they have processed it then takes another couple of weeks for you to receive your IV bill.

The 'viewing of IV fee bill'

is contingent on the DS-3032 being added to the casefile.

Since yer trying to OPT IN to EP, this DS-3032 is part of the OPT IN PROCESS.

Wait.

anywhere from 10 to 20 days after sending in the OPT IN email, it'll get acted on, the OPTING will occur, and the DS-3032 will be added to the casefile, and then (big gasp) that IV fee bill will show up to be paid. The casefile will be converted to EP, as well.

This process is covered over at http://www.visajourney.com/wiki/index.php/NVC_Electronic_Processing though I can see your confusion about 'whats next'...

Sometimes my language usage seems confusing - please feel free to 'read it twice', just in case !

you need to send the I-865 form? really? wow. That's a tough one.

You digest this yet? DJ Walker - http://www.visajourney.com/forums/topic/251451-uscis-nvc/

If you did, one of the things you should 'glean' is that

the NVC TeleOperators are braindead for EP processing, and YOU, the Petitioner, must train them, on each phone call. I've covered the phrases needed for training in the DJ Walker Thread.

--- They send DS-3032 by email to petitioner and also by mail to benefinary. Mailing always is slower than email. Just discard it and do not resend DS-3032.

----Do not submit any documents before you are asked by NVC except address change. They get your DS-3032 and OPTIN email. They need to generate a new case number for you. It takes time. For us, it took about 20 days. Your IV bill will appear around that time. Whatever, your AOS and IV will come with the new case number online. One thing to make sure is to keep record with bills with the new case number, not old case number.
