I have filed my I-130 through the DCF path in US Embassy Singapore. I am a Malaysian but a Singapore Permanent Resident. I have been living and working in Singapore for many years. However, because I am a Malaysian and have lived in my home country I need to apply for the Malaysia Certificate of Good Conduct. This will be one piece of document that I need to show during the interview.

I just want to check if anyone has applied for Malaysia Certificate of Good Conduct before. I went to the Malaysia Consular and made the application. I told the officer that I need to apply this certificate for the purpose of US immigration. Base on the information i got from US Immigration, this certificate must state that a police record check have been done. A certificate issued base on statutory declaration is not acceptable.

However, the Malaysia Consular officer said that they only issue certificate base on statutory declaration. Believe me, this officer is so god damm rude on the phone. I tried to explain to her that this is a requirement from US Immigration that the certificate my show a police check is done. She told me that I tried to teach her how to do her work. Man, what a rude person.

My questions are has anyone have any experience applying for a Certificate of Good Conduct from Malaysia before? Is there a difference in the certificate content between a statutory declaration and actual police record check? Will the US Immigration know the difference?

Appreciate if anyone of you have gone through this can share the experience.

Applicants residing outside Malaysia should contact the nearest Malaysian embassy or consulate in their country of current residence. The application form for the Malaysian Certificate of Good Conduct, as well as the addresses and telephone numbers of Malaysian Missions abroad are available at the Malaysian Ministry of Foreign Affairs web site.

Applications for the Certificate of Good Conduct must be accompanied with the following documents:

* 2 Malaysian passport size photographs (40cm x 55cm);

* 2 copies of the applicant's Malaysian identification card;

* 2 copies of the applicant's passport (for non-Malaysians, copies of all passport pages);

* A self-addressed stamped envelope;

* An introduction letter from the employer (for non-Malaysians).

Processing fee of Malaysian ringgit 20.00 in cash or Malaysian postal order made under the name of Akauntan Negara Malaysia.

Processing time for the certificate is one to two months from the date of submission. The certificate of good conduct will be forwarded to the applicant using their self-addressed stamped envelope. The certificate may also be collected by the applicant at the consular division counter.

This is what i see in the US Embassy Malaysia website. The highlighted paragraph said that it has to be full police record check and not base on just statutory declaration.

Applicants should tell the Malaysian official that their request is for U.S. immigration. Malaysia offers a Certificate of Good conduct based upon statutory declaration alone. This is not sufficient for U.S. immigration purposes. We require that an actual check of Malaysian police records be made, and Certificates of Good Conduct which fail to specify that a check of records has been completed will not be accepted.Processing time for the certificate is one to two months from the date of submission. The Certificate of Good Conduct will be forwarded to the applicant using the self-addressed stamped envelope. The applicant may also collect the certificate at the Consular Division counter.
