International travel/I-90 pending

My daughter is turning 14. Her GC expires after her 16th birthday, so we have to file an I-90 to get a new one. Russian law requires she get a new passport within 30 days of her 14th birthday as well, and that she apply for this in person. This means that we'll file the I-90, then she'll be flying to Russia and returning to the US while the I-90 is pending. Is there anything special we need to do to guarantee her re-entry? I believe we only need to send a copy of her current GC, so she'll still have her current GC with her upon re-entry.

My research would seem to indicate that there will be no issues, and that her existing GC will permit the re-entry, but I'm dotting the i's and crossing the t's.

I don't understand, why are you filing an I-90 to replace a green-card when the current one wont expire for another 2 years??

You are replacing a passport not a green-card.

I would travel with the green-card that does not expire until after age 16?

The USCIS instructions for I-90 state that a renewal is required if the GC was issued prior to 14 years of age, and is renewed with the I-90 if the GC expires after the age of 16. Her GC doesn't expire for 8 years, but it was issued before she was 14 and expires after she will be 16, so we have to renew. The instructions also refer to this as 'registration'.

I've read that she could get an I-551 stamp in her passport BUT the passport will be taken in Russia when she gets the new one, so that won't be any help.

Acording to instructions, "Submit a copy of current card" so will still have current card while I-90 is in process, should be fine to use it when traveling, while overseas get the passport renewed, and then travel back to the USA using the still valid green-card.

That was my interpretation as well, I just didn't know if filing the I-90 would trigger anything in the 'computer' when they swipe her card on re-entry.

The older card is still valid evidence of lawful permanent residency in the USA, this is why they tell you to send a copy, not the original in with the I-90, so that you still have evidence of LPR status for work and travel.

Russia does not allow their Citizens to renew their passport at the Russian Embassy in the USA?

As I understand it, it's because she is turning 14 and must appear in person. My wife is still researching back-channels to see if something can be hook-and-crooked, but I'm planning the trip just the same.

The expiration of the document does not invalidate the status. If your US passport is expired, you are still a US citizen. If a resident's Green Card is expired, he or she is still a resident. I don't see any problems traveling with the "old" Green Gard here, at all. Zero. Nada. Nilch.
