I-130 guidelines

Hey, can anyone here give us some advice.

I'm a US citizen and my husband is from the UK, and we recently married while he was in the US on his tourist visa.

As we're still debating where we intend to live (I can live legally in the UK), we haven't filed our I-130 form yet.

I'd like him to have the option of living in the US, so we're now looking at filing the I-130.

My questions are

- He's since returned to the UK and come back after we've been married on the tourist visa as he has no intention of staying in the US at the moment. If I file the I-130 on his behalf in the US, can he still come and visit using the tourist visa (obviously he wouldnt overstay the 90 day limit)?

- Once the I-130 ball is rolling, it seems he will have to return to the UK to the London embassy for his interview is this correct?

- Is the I-130 the best route for us?
