Oklahoma will accept a $54.6 million federal grant to develop the information technology infrastructure to operate a health exchange ... Gov. Mary Fallin said Friday.

...

"I am happy to say that the federal assistance we are being offered is consistent with our mission to design and implement an Oklahoma-based health insurance exchange," Fallin said.

"That exchange will empower consumers and help individuals and small businesses to shop for and enroll in affordable, quality health insurance plans. This is a step in the right direction for Oklahoma and its citizens."

...

Exchanges are state-regulated plans in which small businesses and individuals are to pool money to buy health insurance.

The exchanges would offer the same kind of purchasing power that employees of big companies already benefit from.

States are required to have the exchanges ready by 2014 so residents who do not have insurance can shop for insurance plans.

...

The exchanges are a part of the federal health care law proposed by Democratic President Barack Obama and approved last year by a Democratic Congresss.

...

Fallin has said she supports the exchange idea and mentioned it as a priority in her State of the State address earlier this month.

...

The state earlier received a $1 million federal grant to plan how to establish the required health insurance exchanges.

Insurance Commissioner John Doak said his agency will work with insurance agents and brokers in setting up the health insurance exchange.

...

Terry Cline, secretary of health and human services on Fallin's Cabinet, said: "Not only will Oklahoma be engaged in a transformational process in developing our own health insurance exchange, we have an opportunity to be a model for the country, and we are pleased to take on that challenge."

Fallin decided to accept the money after she worked with state agencies to ensure no unworkable federal mandates were included, according to a statement from the governor's office.

You're right--when the unworkable federal mandates are removed, it becomes basically nothing (so all Falin has done is accept nothing--but POTUS doesn't understand that)
