After marriage necessary to change state id and passport

My wife is USC we we are going to file marriage visa, i was looking at I-130 form instruction and it is written that "if the person who is filing a case using a different name other then document should show legal proof."

By looking at this statement my wife talked to USCIS call center they said after marriage automatically your name has changed so you need to get new state ID and new passport with new last name and then file the case ??

The Marriage certificate should be sufficient to show name change, for an I-130 petition filing.

However yes can then take care of other things after filing the petition, like visit DMV, SSA, and updating these things, as for passport, that can be taken care of when renewing it.

is it according to new immigration policy to change name before filing the case ? b/c before it was not like that even one of my friend's wife didn't change her name or martial status over the passport and on the state id and its being more then 7 years to their marriage and he is now USC.

There is no requirement for your wife to change her name. It is a personal choice and has no bearing on the submission of your I-130.

IF she chooses to do so, however, you can submit the petition in her married name then proceed to change her identification while waiting for your NOA2 as posted above.
