Over the years we have lost power and been cut-off by high-water enough times for days, or even weeks, that most neighbors are prepared to hunker-down for the long haul. Every time some calamity happens, they let you leave, but won't let you come back until it is all over. That means most folks would rather stay put, and generally do. The faint of heart and real victims get out early, or wait to be evacuated. It's not New Orleans here. Not even close.

ETA: Once the water recedes, all the vagrants move in for the freebies, including from the Salvation Army that drive up and down River Road giving out hot meals to the flood victims. Last thing you want to do is come back a week later, and find out squatters have raided and trashed your place.

What makes you think we're gonna suddenly have anarchy and return to the 18th century? If it hasn't happened in "those African and Asian countries" then what makes you think it will happen here?

I tease her about it all the time. This is northern California, after all. I tell her sooner or later we will run into a hippie hot tub.

I am not opposed to killing and hurting people. I can be stone cold when the need arises. But why go there unless no other option presents itself? Why make enemies when you can create allies?

And you could also consider how the folks in St. Petersburg sat starving for such a long period of time, dropping like flies... yet despite a minority of cases, they remained civilized.

I would guess many, if not most towns and places will remain sane if not remarkable in-control no doubt by communities and people banding together, enforcing order.

The urban areas I suspect would be another story..... it's not that there are not large numbers of people who would do the right thing... it's just the aggressive thugery would be overwhelming .. though their totals numbers would not be that high.

Also urban areas are more diverse and despite the Bumper-sticker slogans, people tend to feel "less of a sense of community" and withdraw in so many ways.......which is a huge advantage for the low lifes.

My suburb census tract is very diverse. About a third white, a third asian, a quarter black and the rest is hispanic. It's been my observation that the only people who stick to themselves in this very diverse neighborhood are the white families. They don't even talk to each other. It's very strange.

That is because white folks all practice aberrant sexual behavior behind closed doors, and want to keep it that way. You would be surprised to learn of the extensive underground networks exclusively within the adult white community.
