Non Full Time Resident Children

I am a perm resident and qualify to apply for citizenship next month. Either my citizen wife or I will petition when I receive my citizenship, dependant on when we file. I have two sons 12 and 15 that I want to join me when they are ready / will be allowed by their mother. Currently they visit me a couple of times a year but live most of it with their mother. Both of them have stated that they would like to finish their basic education in the UK before they decide to move over, which I respect. My concern is if I apply for them when they are 18, the wait times may well make the whole process unattractive to them. Can I apply for their perm residency even though they are flitting between the two parents? Thereby taking the wait period out of the equation and allowing them to stay for extended periods freely. There was no award of custody (detailed as such in the divorce petition) but the children do reside with their mother. It seems to me that as long as they continue to visit each year they fulfill the requirements to maintain the perm residency status.
