First, if I am sending my I-129f via certified, return receipt mail, do I use the Dallas or Lewisville address? Second, if my fiance's children are all adults and will not be moving to the4 US with her, should I list them in the petition?

If you are sending through the US Postal Service, you use the Dallas address. The Lewisville is for things like UPS, FedEx, DHL, I believe.

You would list her children, even if they are not accompanying her. The question says "List all children of your alien fiance(e)". It doesn't specify adult, so you list /all/ of them.
