Where is the DS 230 approved? NVC or consulate?

Timeline

I understand the NVC organizes the documents and send them to the consulate for the interview. But who actually approves the petition? NVC or consulate? Should we be in "fear" until the interview or feel relieved after the interview is scheduled, thinking all we need now is to have a medical record?

I-130 is a petition. DS-230 is an application, ultimately approved at the consulate, when the interviewing officer decides to deny or approve the visa.

Is now a US Citizen immigration completed Jan 12, 2012.

does anyone knows if a minor (14) that was in US and violated legal Status of his F1 visa can have his immigrant visa denied? The I 130 was approved and now we are sending the DS 230. I heard that minors are forgiven.. .

I would say visa denial is not likely for the minor since it was the parents who cased this to happen and this illegal presence was not counted.

Hope other will come with some other answers.

Oct 25 2012 - Sent AOS/IV Package

Oct 29 2012 - Pkg Delivered
Dec 24 2012 - Case Complete

May 17 2013 - Interview-Approved

July 19 2013 - Enter the USA
