Saylin if I wasnt transferred , then would my NOA2 would say it was coming from Texas? well The envelope of the Hard copy says CA and also in the bottom of my NOA@.. in my notice it says "we have sent the approved petition to the Department of State National Visa Center (NVC)... so do I need to check for a case number or aht do I do to see if I have a case number since I am not from TSC anymore?

You need the IIN to sign into the payment portal and you can get that from an operator. You don't need the beneficiary ID. That number is only needed for those doing the online forms. NVC doesn't contact you about the choice of agent, you send that yourself. And when you sign into the payment portal, you'll see if the fees are available yet or not.

Well since it said CSC on the envelope and at the bottom, I'd wager that you were approved in CSC, so you shouldn't be getting an email about your case being sent to NVC. You can start calling up the AVR and/or an operator to see if a case number has been assigned.
