Being religious does not mean you're not secular. If you wish to achieve your goals through secular means (and not through the establishment of a theocracy) then you are secular from the point of view of your involvement in the political process.

Yup. See the Christian Democratic Union and it's Bavarian sister party the Christian Social Union in Germany. Both parties obviously unite under a Christian umbrella and while they've run the government in Germany and many of her states, counties and cities for much of post WWII, there isn't any basis to claim that Germany isn't a secular state. It's really not that hard to understand.
