Few Questions Specific to Brasil

Hello, I have a few questions specific to Brasil and the that if anyone could straighten out I would be greatly appreciative. In regards to the “CITI BANK” fee that needs to be paid in advance my question is from what I gather I the us citizen and petitioner cannot pay this from US soil as it has to be paid in advance in reas??.. is this true?.. was a bit concerned as my fiancé does not live in a large metropolitan city but rather a smaller city within Bahia I did not remember seeing any CITI BANKS the two times I was their last year but I could be wrong ?..
