Passport Pages

I know it says to copy all the pages in the passport, but what if your passport has only been used once and the majority of the pages are blank? Do I still need to copy all of them or can I only copy a couple of blank ones and notate on the final copy that the rest of them are blank due to non-use?

My passport was a new version and I copied all pages inlcuding the blank ones. Just do what the instructions say and don't overthink it.

Okay, okay. I get it. lol Thanks everyone for their respective inputs. I'll get my axe, become Paul Bunyan, get Blue out of his stall and get to choppin'. It's not like I'm the one paying for the paper and toner, anyway, since I'm using the company copier. But, I will take the suggesting of copying both covers. I'll be using my passport as both evidence of meeting within the previous two years and proof that I'm a USC. So, I'll also include more supporting documentation of the meeting (such as pictures, airline stubs, etc.).
