H1B or E3 ?

From all the possible sorts of visa, the 2 I can be selected for is H1B and E3

I believe the first one is non - immigrant and the second one Immigrant ( I want to live in the us )

I just have 2 questions about them:

1) Are both equally strict in how high the possibility is that you get accepted ?

2) Can I qualify for E3 as a IT specialist with degree ?

Profile is showing Netherlands,I believe E-3 is for Australians.

Employment visas require an employer in the USA to file petition, numbers are limited, and I believe that the employer needs to show that they exhausted their search domestically for someone qualified for the job.

E3 is also an immigrant visa classification.
