the form is I-I30, Petition for Alien Relative. However, the instructions state the following:

If you are a lawful permanent resident of the United States, you may file this form for:

1. Your husband or wife;

2. Your unmarried child under the age of 21;

3. Your unmarried son or daughter age 21 or older

You cannot petition for your brother under lawful permanent resident status; first you have to become a US citizen. After that, it takes about 3 months for the application to be approved and another 8-11 years before a visa number becomes available for him under the F4 category.

Edit: here is the link for I-130 instructions from USCIS website if you would like to read it: http://www.uscis.gov/files/form/i-130instr.pdf

Currently the wait is approximately 13 years for citizens petitioning for siblings from Philippines.

Green card holders can only petition for their spouses and children. Once you become a citizen you can petition for your brother.
